General Product Safety Regulation · on quoteEU Responsible Person under the GPSR
Since 13 December 2024, a consumer product covered by the General Product Safety Regulation may only be placed on the EU market if an economic operator established in the EU is responsible for it. If your company is outside the EU and no EU importer takes that role, we can. One appointment covers every EU country.
What the law requires
- An EU-established responsible person for each product: the manufacturer if established in the EU, otherwise the importer, an authorised representative with a written mandate, or a fulfilment service provider (GPSR Art. 16(1); Regulation 2019/1020 Art. 4(2)).
- Its tasks: make the technical documentation available to market surveillance authorities on request, inform them when a product presents a risk, and cooperate with them (Regulation 2019/1020 Art. 4(3)); regularly check that the product matches its technical documentation and labelling, and keep evidence of those checks (GPSR Art. 16(2)).
- Its name and contact details, postal and electronic, on the product, its packaging, the parcel or an accompanying document (GPSR Art. 16(3)).
- Technical documentation drawn up by the manufacturer before sale, with a risk analysis, kept up to date and available for 10 years after the product is placed on the market (GPSR Art. 9(2)–(3)).
- On the product: a type, batch or serial number, the manufacturer's name and contact details, and instructions and safety information in a language set by each country where it is sold (GPSR Art. 9(5)–(7)).
- In every online listing: the manufacturer, the responsible person, a picture and identifier of the product, and its warnings, in the buyer's language (GPSR Art. 19).
How this differs from EPR
EPR is national: you register and appoint a representative country by country. The GPSR responsible person only has to be established somewhere in the EU, so one appointment covers the whole EU market for the products it accepts. Labels and warnings still have to be in the language of each country you sell to. More on the difference
What the service covers
- Written mandate per accepted product family; our EU name and address for your labels and listings
- Review of your risk analysis, technical documentation, labels and listings before we accept a product
- Documentation kept available to authorities for 10 years
- Answering market surveillance authorities, and regular checks with evidence kept
- Escalation of complaints, accidents and dangerous-product notices
- Your EPR registrations, figures and documents in the same dashboard
Not included: laboratory testing, preparing missing technical documentation, and recalls, which we quote separately. Electronics, toys, children's products, cosmetics, PPE and medical products are quoted case by case, because other EU laws apply to them. If an EU importer already acts as responsible person for your products, you may not need us for this.
Indicative prices
Per year, excluding VAT, for low-risk consumer products with complete documentation. A product family is one product type with the same materials, construction and risks, in any number of sizes, colours or variants. Larger catalogues: quoted. Every request is reviewed before we accept it.
