A packaging declaration is kilograms per material, per country, per year. This is exactly how your dashboard gets there from your orders, including what it does not do for you.

The delivery country: the shipping address country, or the billing country when there is no shipping address. Nothing else from the address is read, and customers' names are never stored.
Units are counted per product (SKU), per month and per delivery country. A bundle sold under its own SKU is one unit with the packaging it ships in.
For each product you enter the grams of each material in one unit's packaging: paper and card, plastic, glass, metal, wood, other. Plus the shipping box: your own box for orders from your shop, Amazon's carton for Amazon orders.
For each country: units × grams per material for every product, plus one shipping box per order. France also gets each product's weight in its product stream (textiles, furniture, electricals and the others), because French EPR has an eco-organisme per stream.
