In each country where you sell directly to end users and are not established. The PPWR defines the authorised representative for extended producer responsibility as a person established in the member state where the producer makes packaging available, designated to fulfil the producer's obligations in that member state. So it is one appointment per country. The duty applies since 12 August 2026; France has required its own representative since 10 July 2026.
Not law yet: on 5 October 2026 the European Parliament's environment committee backed a proposed suspension of the representative duty for EU micro and small companies. Until it is adopted, the duty applies. It would not cover companies established outside the EU.
We are the representative ourselves in France, Germany and Spain. In other countries we file for you, and where a local representative is required we arrange one with a partner established there and quote it before you commit.
