Where EPR applies
Does one EPR registration cover all EU countries? No. Packaging EPR registration is national: one register, scheme and number per country you sell into. What is the difference between EPR registration, representation and reporting?Registration puts you on a country's producer register; representation is who answers for you there; reporting is the yearly declaration of what you placed on the market.Does the PPWR replace national packaging EPR registrations? No. It applies directly since 12 August 2026 and harmonises the rules, but registration, schemes and declarations stay national. Is there a minimum quantity below which EU packaging EPR does not apply? Not in Germany, Spain or Italy: volume changes how you declare, not whether you are in scope. Each country sets its own rules. Is UK packaging EPR covered by the EU rules? No. The UK has its own packaging EPR, with its own registration, reporting and fees, separate from the PPWR.Representatives
Do I need an authorised representative in every EU country I sell to?In each member state where you sell directly to end users and are not established, since 12 August 2026 (PPWR).Does a warehouse or VAT number in a country make me established there for EPR?Generally no: stock at Amazon or a 3PL, or a VAT number, is not an establishment; you still need a representative there.Marketplaces and your own shop
Does Amazon's EPR service also cover my own website and other marketplaces? No. Amazon's services cover what you sell on Amazon; your own shop and other channels need your own registrations.Figures and reporting
Can I use the same packaging data for several countries?Yes: material and weight per product are the same everywhere; what changes per country is the count by delivery country and each scheme's categories.Beyond EPR: product safety and labels
Is the GPSR responsible person the same as the EPR authorised representative? No. They come from different laws: one EU-wide responsible person for product safety, one EPR representative per country for packaging. What labels does a product need to be sold in several EU countries?EU-wide product safety information under the GPSR, in each country's language, plus each country's packaging marks under its EPR rules.
