No. The PPWR is a regulation, so it applies directly in every member state since 12 August 2026, and it harmonises the framework. But you still register in each country's register, join that country's scheme and declare there, under national law: VerpackDG in Germany, the Environmental Code in France, Royal Decree 1055/2022 in Spain. What the PPWR changed for most cross-border sellers is the representative duty.
