Can I use the same packaging data for several countries?

Yes: material and weight per product are the same everywhere; what changes per country is the count by delivery country and each scheme's categories.

Yes, as the base. A product's packaging, material by material and gram by gram, including the shipping box and filling, does not change at the border, so it is entered once. Each country then needs:

Its own quantities: units shipped to buyers in that country, from your orders.
Its own categories: each scheme declares by its own material list, and some split household from commercial packaging. France also has separate EPR streams for products such as textiles, furniture and electricals.
Its own calendar: declaration dates differ by country.

How we count is in your dashboard: weights per product, orders per delivery country, then each country's declaration.
